The change of Imam Khomeini’s fatwa from the absolute impermissibility of music before the Islamic revolution in Iran to the permissibility and legality after the formation of the Islamic Republic government, is faced with various explanations. Some considered it among secondary titles and governmental decrees. With a descriptive-analytical method, the present study analyses this fatwa change based on the governmental approach to jurisprudence and considering the impact of the type of government on the rulings and issues. The author concludes that the issue can be considered at the level of primary rulings based on his idea of "changing the rulings according to the change of conditions".
